Late last year, Finland accused Moscow of facilitating an influx of migrants and shut its land border crossings with Russia.

The Nordic country became the alliance’s 31st member on Tuesday, spurred by the war in Ukraine, in a strategic setback for President Vladimir V. Putin of Russia.

The Finnish authorities suggested that the ship, which was seized on suspicion of involvement in the cutting of undersea cables, had ties to Russia.

The Nordic partners wanted to join together, but with Turkey holding up Sweden’s application, Helsinki will reluctantly enter alone to ensure its security.

The Nordic country, which recently joined NATO, has accused Moscow of funneling migrants to their shared land border.

The country last year closed all land crossings with Russia, accusing Moscow of trying to weaponize migration. Russian authorities have called the accusations “unsubstantiated.”

After decades of going it alone in security issues, Finns are finding that life in a large alliance is complex, expensive and deeply political.

Another 12-year-old was killed and two other students were wounded in a country with one of the highest rates of gun ownership in Europe.

The police said the motive emerged during interviews with the student, who after the shooting also threatened students heading to another school.
